| PUBLIC HEARING - Ordinance O-09-23(R1), Creating the Liberty Landing Planned Unit Development (PUD-01-22) - Principal Planner Kelli Le Duc and Applicants

Issue
| Kenneth Merner of Bridgewater Crossing Inc. (property owner) and Jeffrey Geiger of Hirschler Fleischer (agent) have requested the rezoning from Business to Planned Unit Development (PUD) of approximately 113 acres of land, and the rezoning from A1 to Planned Unit Development (PUD) of approximately 4.6 acres of land. The applicants are proposing to create a mixed-use development with approximately 60,000 square feet of Business/Commercial uses in the front (northern) portion of the property, 145 townhomes, and 145 single-family residential lots.

Recommendation
| The Planning Commission considered this application at their
meeting on April 17, 2023 and voted 6:4:1 to forward a
favorable recommendation to the Board of Supervisors.

Fiscal Implications
| See associated proffer statement dated July 13, 2023. Applicants are proposing cash proffers of $8,000.00 for each single family detached dwelling unit and $4,000.00 for each townhouse dwelling unit built on the property. Applicants are proposing $500,000.00 towards the installation of a traffic signal. Applicants are proposing $250,000.00 towards land reimbursement costs for a fire station.
