| First Review of the Public Utilities Rate Study

Issue
| Several issues have come up over the years with regard to the rates from citizens. Some issues are the minimum charge, the amount of water with the minimum, irrigation usage, to name a few. The Board authorized Public Utilities to hire a consultant to conduct a rate study.

| No recommendation at this time.

Fiscal Implications
| Impacts on the customers to varying degrees. Some would see lower bills while others would see higher bills.

| If the Board wishes to proceed, a public hearing would need to be held on any new rates.

Discussion
| Review the data from the study and begin a discussion on the impacts of any changes to the rates. Since the budget was approved without a rate increase, the study did take that into account. The study has several options and suggestions the Board may wish to consider.
